The Steelers host the Eagles Sunday at Heinz Field, which seats 68,400 in a meeting of the two professional football teams located in Pennsylvania. Wolf's announcement is expected to allow a percentage of fans into the game based on the size of the venue.
The move also comes as Penn State University is set to open its Big Ten schedule Oct. 24.
The Steelers informed season ticket holders last Friday to be on alert in case Wolf decided to allow fans.
